Nsoatreman gained dominance over Hearts in the early minutes of the game leading to Walid Neymah Fuseini breaking the deadlock for the home side.
Fuseini found space and scored with a well-placed effort from inside the box thanks to poor defending from Hearts of Oak.
But Hearts of Oak outperformed them in the second half, proving that Ouattara’s halftime strategies were successful.
Ibrahim Salifu levelled for the Phobians before Cisse doubled their lead to run away with the win.
